As we enter a new decade it is becoming increasingly apparent that Occupational Health and Safety is one of the biggest challenges for all sectors of Manufacturing and Distribution and many other industries. The number of workplace injuries in our country is totally unacceptable and, when one analyses the qualifications of those in enterprise, it is disturbing to see many supervisors and middle managers are not qualified in OHS. We have, therefore, produced a Blended Delivery model that minimises the amount of time an employee needs to take off work yet still provides the mentoring and accelerated learning that comes with a Face to Face course.
At the end of September 2009, Julia Gillard announced the release of the Safe Work Act 2009. This Act will be released in 2010 and is aimed at providing one set of legislation for Australia rather than the individual State and Territory Acts that have been in position. To date all Jurisdictions except WA have agreed to accept the Act. The model Act is very different than (say) the current NSW Act with a much broader Duty of Care ascribed to a much wider scope of people. There are three categories or levels of breach and the model Act allows, at the highest level of breach, for a maximum penalty of $600,000 and or 5 years in jail for an officer.
Full details of this model Act can be found by going to www.deewr.gov.au and following the OHS links.

How Long?
HBA delivers using a flexible and blended delivery approach which combines several delivery, assessment, and support approaches including:
- Initial intensive workshop of 3 days where delivery of underpinning knowledge is undertaken with lots of interaction and explanation of the assessment tasks.
- Ongoing email and phone help desk support where the learner communicates directly with trainers/assessors for flexible tuition, guidance, and feedback.
- HBA's Online Discussion Forum so you can engage with your fellow learners, even from home.
- Assessment workbooks which include questions and project tasks which you can relate to your own circumstances.
Everyone's situation and needs may be different so the elements can be tailored to best suit these individual needs and ensure that each learner has the best support possible.
Depending on individual background, experience, and access to resources the total hours needed to achieve the OHS qualifications may vary, but all learners need to meet the benchmarks detailed in the BSB07 Training Package. All learner activities and assessment tasks have been mapped against the units of competence and meet the performance criteria, critical aspects of evidence, and context of assessment to achieve competency.
Price
For the Certificate III in OHS we charge only $850 for face to face blended delivery and $700 for self paced delivery. The Cert IV in OHS is $1450 for Face to Face delivery and $1175 for self paced delivery. That is less than a quarter of some providers! See above for the Special Offer we are running at the moment. We took a view about pricing that was consistent with one of the key drivers of the Federal Government which is make learning available to everyone. Prices vary for RPL and RCC so use the link on the left for more details.
Cert III or Cert IV?
Many people ask us whether they should be doing Clll or CIV in OHS and the answer lies in what pathway you wish your career to take. For example if you are a factory or distribution worker and you wish to sit on your employers safety committee you will need to hold a Clll of OHS, in this situation you will not be earning your income from the activity of practising OHS as a profession thus your employer will most likely not pay you any additional wage or salary because you hold the qualification. In this situation it is common for employers to pay for their workers training course and qualification. If you wish to become a Safety Officer, that is you wish to derive your income from practising Safety as your core occupation then you should undertake CIV OHS as this is the mandatory qualification for the role of say, a Safety Officer. In this situation it is common for the individual to pay for their own qualification.
HBA also offers both Clll and CIV as in-house courses and a delivery schedule can be designed to suit your workplace, thus minimising any disruption to your companies production schedules. Visit the In-house link on the left for contact details.
